How to arrest this character in L.A. Noire instead of shooting him?

In the video game L.A. Noire, there is a case called "A Walk in Elysian Fields". You have to chase Herbert Chapman who has taken over a trolley. Then you have to shoot him and the case is over. Is there anyway to finish the case just by arresting him? Because at the end of the case it says under case notes that he takes his motive to the grave.

I tried to arrest him too, but I couldn't. I did that part twice but there wasn't a way to arrest him. I even shot him in the legs but he still died. so I don't think there is a way to arrest himHow to arrest this character in L.A. Noire instead of shooting him?
